　　聯合國婦女地位委員會(CSW)在2006年提出了「Enhanced participation of women in development; an enabling environment for achieving gender equality and for the advancement of women, taking into account, inter alia, the fields of education, health and work.」，強調婦女發展參與，提供兩性平等環境，特別是在教育、健康、及工作領域。
